Is MSP better than PRINCE2?

MSP and PRINCE2 are two entirely different things, so comparing them is a little like comparing apples and oranges.

MSP is a framework for managing programmes of change within an organization.

PRINCE2 is a project management methodology useful for managing either standalone projects, or projects that form part of a programme. In the latter case, MSP might be used to manage and coordinate multiple projects that form part of the same programmes, whereas PRINCE2 can be used just for managing one of its constituent projects.
