Is a program manager the same as a PMO?

No, a program manager is not the same as a Project Management Office (PMO). A program manager is responsible for leading and coordinating a program which consists of multiple projects. A PMO can operate at an individual project level, at program level, or at portfolio level.

A PMO typically provides guidance, support, and oversight to ensure that projects (or programs or portfolios) are completed on time and within budget. A PMO provides specialst resources that can be shared across multiple projects within a program. A program manager, on the other hand, is responsible for defining the program strategy and roadmap, planning and managing a programme.
