No, not everyone can be a program manager. Program managers need to have strong project management, organisational, interpersonal, and communication skills. It can be useful if they possess strong technical skills but this isn't mandatory. What is more important is that they have knowledge of the industry in which they are working. Program managers must also be able to work well with a variety of people and have good problem-solving skills.
